He is saying that he will send the army against US citizens protesting peacefully, in the streets of the United States of America.

This whole nightmare is certainly not how I expected to spend my “twilight years” but life is full of bumps in the road as I well know. We’re all hanging on to hope and doing what little we can to smooth out the road for all of us…………
